On the morning of August 25, 2026, Lac Hong University (LHU) hosted a working session at its Office of Educational Testing and Quality Assurance with a delegation from the Military Technical Officer School - Vinhempich (Tran Dai Nghia University). The meeting focused on sharing experience in educational quality assurance and the use of digital technologies in quality management.
Representing Lac Hong University were Assoc. Prof. Dr. Le Phuong Truong, Head of the Office of Educational Testing and Quality Assurance, and members of the office. The delegation from the Military Technical Officer School (Tran Dai Nghia University) was led by Senior Lieutenant Colonel Duong Hoang Anh Kiet, Head of the Educational Testing and Education-Training Quality Assurance Division. Other delegates represented the Testing and Education-Training Quality Assurance Division, the Military Science Division, and the Administration and Technical Department.
The discussion focused on institutional and academic program self-assessment, the collection, organization and management of supporting evidence, and the use of digital technologies in educational quality assurance.
During the meeting, Assoc. Prof. Dr. Le Phuong Truong shared LHU’s experience in using software to measure and assess the achievement of program learning outcomes, as well as internal systems and communication channels used for university management, operations and institutional support.
These areas were also of particular interest to the visiting delegation, which discussed in greater detail how LHU applies technology to governance and quality assurance. The two sides also exchanged experience in organizing data in digital environments, managing user access, maintaining supporting evidence, preparing self-assessment reports, and developing systems to monitor quality-related data. These tools are intended to support timely access to information and ongoing quality improvement.
The discussion also highlighted that digital transformation involves more than converting existing processes into digital formats. Its broader role is to build systems that allow data to be accessed and used in a timely and transparent manner, supporting institutional management and continuous quality improvement.
The working session provided an opportunity for the two institutions to strengthen professional connections, share practical experience, and identify potential areas of cooperation based on their respective strengths. Following the discussions, the delegation plans to report to its university leadership for consideration of possible next steps.
The two institutions may continue discussions on a potential cooperation agreement, including data benchmarking for quality assurance, experience sharing, and the possible transfer or adoption of suitable technology solutions.
